Fashion is a moving form of art ?

Francis Bacon once said "Fashion is only the attempt to realize art in living forms and social intercourse." However I have two question which need to be answer.

1. It may be called fashion, but is it art?


2. Does a Galliano, Dolce & Gabbana and Jean Paul Gaultier just to name a few, photo shoot really belong in a gallery?
